Nationwide, the fraction of kids in private schools has been very steady at 10% for the past decade. Homeschooling jumped from 3% to 6% over the pandemic, but is now declining. So I'm not optimistic that a mass movement is brewing.
Give it time. As private school owners, we keep our fingers on the pulse of demand trends, and it is looking quite optimistic. Also, the Pew Research article is a bit dated, with their stats ending with the 21/22 school year. Indeed the last 2 years have seen even more growth in alternative education.

Such a referendum should not simply negate this bill, but also empower local school boards, which I assume are elected in CA, to set rules on these sort of things, including setting rules on how teachers are allowed to conduct themselves, which should stipulate dismissal of not followed.
